Ministry of Digital Transformation of Ukraine
The Ministry of Digital Transformation of Ukraine, established in September 2019, aims to make Ukraine the most convenient digital state for both citizens and businesses. At the core of this mission is the Diia platform, which has sparked a revolutionary shift in how citizens, businesses, and the government interact. Through Diia, Ukrainians can access 14 digital documents, including a fully digital passport that holds the same legal status as the traditional passport. Now, they no longer waste time on queues and bureaucracy, they can access government services online with just a few clicks.
Another key goal of the Ministry is to build a robust ecosystem in Ukraine for the growth of innovative and tech-driven companies. Through initiatives like Diia.City, the Ukrainian Startup Fund, Brave1, and others, Ukraine is steadily evolving into a major hub for high-tech innovation.
Ukrainian Startup Fund
The Ukrainian Startup Fund is a state institution that helps innovative projects and tech startups raise funds at the early stages and launch their own projects. The Fund is a driver of the startup ecosystem, provides conditions for the growth of the sector, creates a positive investment image of Ukraine’s tech industry abroad, and represents Ukrainian innovative solutions around the world.

Ukraine-Moldova American Enterprise Fund
Ukraine-Moldova American Enterprise Fund (UMAEF, formerly Western NIS Enterprise Fund) is a $285 million regional fund, a pioneer in Ukraine and Moldova with over 29 years of successful experience in investing in small and medium-sized companies. UMAEF was funded by the U.S. government via the U.S. Agency for International Development (USAID). Since its inception, UMAEF’s cumulative investments total over $190 million to 143 companies employing 27,000 people and made it possible to unlock $2.4 billion for companies in Ukraine and Moldova.
In 2015 UMAEF launched a $170 million legacy program that is focused on direct investing and SME development, local economic development, impact investing, innovation, education and entrepreneurship, and veteran support; and in 2017 launched u.ventures, $25 million investment fund for early-stage technology startups. In 2022 U.S. government transferred $135 million to UMAEF in new funding for the economic recovery of Ukraine and Moldova. In 2024 the Fund rebranded to Ukraine-Moldova American Enterprise Fund, emphasizing its dedication to Ukraine and Moldova.

Seeds of Bravery
Seeds of Bravery is a €20 million project funded by the European Union under the European Innovation Council (EIC) to support Ukrainian tech startups bringing them closer to the EU.
The mission of the project is to foster diversity, promote the deep tech industry and stimulate hundreds of UA-based innovations benefiting end-users in Europe, Ukraine and beyond, connecting corporates and governments to the benefit of SMEs and individual customers.
The project is implemented with the financial support of the European Union through the European Innovation Council. The UASEEDs project has received funding from the Horizon Europe Framework Program under grant agreement № 101104445.
